How checks are counted
A check is one name screened against every list in your plan. A person typed into the console is one check, a CSV file with 2,000 rows is 2,000 checks, and an API call for one customer is one check.
Checks are counted as usage in your billing period. Deleting a screening from your history does not give the check back, and the count starts again at the beginning of the next period.
Monitoring is different. Once a record is saved for ongoing sanctions monitoring, every list update re-screens it without using your monthly checks, up to the number of monitored records in your plan.
